e-Bike Laws: What you Need to Know

First and foremost, all motorcycles are banned in Nanshan, Luohu, Futian and Yantian Districts of Shenzhen (including motor bicycles, tricycles and light motor vehicles). That means that technically no e-bikes are allowed to ride on the roads in Shekou.

Having said that, there are some exceptions or reasons you may see them without being confiscated. We'll try to explain those clearly here.

Some e-bikes have been exempted from the ban by following accepted standards. Here are a few examples of those exempted:

  • vehicles used to repair public facilities;
  • postal servics vehicles;
  • express delivery vehicles; and 
  • vehicles used to deliver bottled water/gas

The above mentioned standards are:

  • Speed < 20 km/h
  • Weight < 40 kg
  • Power < 240 w

Despite these standards, e-bikes are restricted from riding on almost all roads in Shekou and they will probably be seized if you're caught operating on those roads. 

Roads in Shekou that prohibit the use of e-Bikes are (From July 1st to Dec 31st, 2017):

  • Chuangye Road
  • Dengliang Road
  • Dongbin Road
  • Gongyuan Road 
  • Gongyuan South Road
  • Gongye first/second/fifth/sixth/seventh/eighth road
  • Huaguo Road
  • Haide second avenue
  • Houhai Boulevard
  • Jinhai Road
  • Jinshiji Road
  • Keyuan Road
  • Nanhai Boulevard
  • OCT Harbour
  • Shekou Old Street
  • Shiyun Road
  • Shenzhen Bay port area 
  • Shahe West Road
  • Shekou New Street
  • Shuiwan Road
  • Taizi Road
  • Wanxia Road
  • Wanghai Road
  • Xinghua Road
  • Xinggong Road
  • Yanshan Road
  • Yucun Road
  • Yanshan Road
  • Zhaoshang Road

If your e-bike has been confiscated in Shekou, you can try to get it back by going to the Shenzhen Nanshan Traffic Police Comprehensive Service Hall:

Usually you can get the bike back after paying a fine (or they have been known to let people off with a warning at their first offence); however, this does not give you the right to ride the e-bike where they are prohibited. The fine is generally between 2,000-5,000 RMB depending on which road you're riding, what type of ebike you're riding, and whether there are other riders on the bike besides the driver.
