How to Register Your Dog as a Pet - Required by Law

The city of Shenzhen requires that all dogs living with you as pets be vaccinated at least once a year for rabies and that their place of residence be registered. This is to ensure the safety of the dog, the dog owners and the general public. 


There is no charge to complete either of the above two actions (although first time vaccinations may incur a small fee for the certificate). The following article provides the information necessary to fully comply with this regulation.


WHERE TO REGISTER

Registration can be conducted at your local Sub-District Office. For those living in the area belonging to the Shekou Sub-District, the office can be found on Shiyun Road and Shekou New Street (see image below of the Shekou Office).

If you're conducting the registration at your local Sub-District Office be sure your dog has received his vaccination and that you have the proper vaccination record (it's a white card issued by the China Animal Health Inspection Service the first time you get your dog vaccinated, and should have a red stamp on it).

 

HOW OFTEN TO REGISTER

You will need to register or re-register your dog each year after it has received its rabies vaccination.


HOW TO REGISTER

The easiest way to register is to go to one of the REGISTERING VETERINARIANS listed below. They can give your dog the needed vaccinations and help you complete and file the registration form. Otherwise you will need to visit your local Sub-District Office after vaccinating your dog.

REGISTRATION REQUIREMENTS

To complete your dog registration, you'll need to complete the Dog Registration Form (which can be downloaded electronically here... Chinese only), get it stamped at the community station/property management office of your place of residence, and hand it in along with the following items:

  • Copy of the Owner’s Passport;
  • The rabbies vaccination certificate AND a copy of it;
  • 3 photos of dog head (1 inch), 1 full-length photo of 4 legs on the ground (3 inch), and electronic copies of the above photos (for example, files of each on a usb drive);
  • The owner’s lease contract / other residence document; and
  • Sterilization certificate, if any.

HOW LONG DOES IT TAKE TO REGISTER?

The registration process generally takes about one month to audit. When the process is complete, the owner will get a phone call from the Sub-District Office or the pet hospital where they registered. During the registration process, the Sub-District Office will give the owner a receipt that the registration is in process.

 

PENALTY FOR FAILURE TO REGISTER

The Regulations of Shenzhen Municipality on the Administration of Keeping Dogs states that whenever you take your dog out you should carry your dog registration with you. Failure to comply may result in a fine of up to five hundred yuan. Failure to pay may result in an increased fine to two thousand yuan and the confiscation of your dog(s).

 

REGISTERING VETERINARIANS

The following veterinarians in Shekou are authorized to provide rabies shots AND process the dog registration for you; however, if your dog is receiving the vaccination for the first time you may be charged a small fee for the certificate. We called to verify each of these. Ruipeng Pet Hospital rudely told us to go do the registration ourselves; the other two confirmed they can do it free of charge.

I just want to say that I have just done all of this at Puppy Town and they were so helpful and the staff speak excellent English.
The lovely lady on reception went above and beyond. She even filled in my form for me!

In regards to Ruipeng on Wanghai, they are excellent for affordable injections and treatments for dogs. They have never tried to rip me off or make me pay for extras that I don't nee.
